He has an offensive battle style. As such his Pokémon are trained to take attacks and still keep fighting. His main goal was to become a strong Pokémon trainer so that he could protect the kids in New Bark Town, his hometown. He also has a crush on Marina which appears to be mutual. Both of them participated in the Silver Conference a full year before Jackson. In Pokémon Peace Squad: Timerunners, Jimmy along with Marina, Jackson, and Eugene are being sought after by the Go-Rock Squad in Mission 4 for Go-Rock Cave. It’s up to Eusine to find and rescue them.

Her goal, unlike most other trainers, is to be a "Pokémon Idol". The specifics of being a Pokémon Idol are never made clear in the anime, but it seems to entail putting on a show while battling. She also loves men in capes, especially Lance, having a whole notebook full of pictures of him. She also has one with Eusine because he wears a cape. According to the same aforementioned conversation, Marina entered the Silver Conference along with Jimmy a full year before Jackson. She appears to have somewhat of a crush on Jimmy. Recently, she had also been advertising such things as the Pokétch and even has her own merchandise. Description: Eugene is a bit more of an enigma, due to the fact that his name by several fans in believed to be a mistranslation into Eusine and is this supposed to be Eusine, but for some reason is considered his own character here. It's unknown if Eusine has any connection with this Raikou-chaser who also has an Alakazam. *spoiler for Super Mario Galaxy* The concept behind this could also be a reference to playing the “Luigi and the Haunted Mansion” as Luigi, in which you actually rescue Luigi again instead of Mario. (It’s considered an intentional joke in the game.) For the record, Eugene has a lighter color palette than Eusine to note the difference. While not stupid, Dakim is not a bright customer. He usually tries to keep his cool, but can become dangerous when angered. Dakim is the only Cipher Admin not directly involved in the creation and distribution of Shadow Pokémon. Instead, he and his underlings appear to be used as general enforcers and muscle. Ein dispatched Dakim to Mt. Battle, to steal the Time Flute so that Celebi could not be summoned. Dakim and nine of his underlings took over the first area of Mt. Battle, and Dakim tried to intimidate the Area Leader, Vander, into surrendering the magical instrument. Wes and Rui showed up and managed to defeat Dakim and all of his minions. Even the might of Dakim's Legendary Pokémon, Entei could not overcome Wes. Dakim later appeared at Realgam Tower, guarding one of the four keys that would allow Wes and Rui access to the tower's main floors. Dakim was defeated there, as well, and yielded the Green ID Card to Wes. After the battle, Dakim remarks that throughout his entire life he has only lost to two people - Wes and "Master" Nascour. In Pokémon Peace Squad: Timerunners, Dakim along with the other old Cipher leaders come to the Cipher Key Lair for the Special Mission for that stage.

Description: Venus is one of the original 4 Cipher Admins. A beautiful woman who considers herself a pop idol and diva, she's dressed in layers of pink silk and carries a crescent moon on her back. She's obsessed with being popular and attractive. Venus ruled over the Under in Orre. She soared to the heights of fame via a television show called "Under Time". Her catchphrase, "I'm your Venus!" made her a household name throughout the underground town. Venus soon became known as "Lady Venus". Most loved her, although a few of the depth dwellers were annoyed with her shameless self-promotion and vanity. Venus used the Under Subway to transport Shadow Pokémon from the Shadow Pokémon Laboratory via train to the Under. She then distributed some of the Shadow Pokémon in the Under Colosseum and passed the rest on to Miror B. Venus didn't reappear till Realgam Tower was completed. The pink diva had one of the keys needed to unlock the tower itself, and guarded it in the maze that surrounded the tower. She once again was defeated by Wes, and then surrendered the Blue ID Card to him. In Pokémon Peace Squad: Timerunners, Venus along with the other old Cipher leaders come to the Cipher Key Lair for the Special Mission for that stage.

Occupation: Former Cipher Admin
Alignment: Dark
Description: Ein is one of the original four Cipher Admins. A cruel and callous young scientist, he is long on ambition and short on emotion. He is obsessed with the idea of creating an insanely powerful Pokémon at any cost. Ein is the brains behind the process that creates Shadow Pokémon. His research, the "Ein Files", have been littered across Orre wherever members of Team Snagem or Cipher trekked. He created Shadow Pokémon in a secluded lab in the middle of a desert, and shipped the Pokémon to Venus and Miror B. via the Under Subway. Ein did everything in his power to keep the Shadow Pokémon he created from being purified. He tried to have Rui kidnapped, the Relic Stone destroyed, and the Time Flute stolen. Ultimately, he failed at all of his objectives. Wes and Rui broke into the Shadow Pokémon Laboratory and confronted Ein. Even though Ein had a Shadow Raikou to defend him, he was unable to stand up to Wes. Ein took solace in that he had already created the ultimate Shadow Pokémon, a Shadow Tyranitar, and had it transported to Nascour and Evice. He then made his escape in a secret elevator. Ein made another appearance at Realgam Tower. The mad scientist had one of the keys to the tower's main entrance. Wes prevailed over the madman once again, and Ein was forced to hand over the Yellow ID Card and flee. In Pokémon Peace Squad: Timerunners, Ein along with the rest of the original Cipher Admins have come to the Cipher Key Lair for the Special Mission for that stage.

Occupation: Former Cipher Commander

Description: Nascour was thought to be the head of Cipher. A man with a terrifying visage, he is gaunt, dressed in black clothes and possesses wiry, white, serpentine hair. Nascour first met Wes and Rui at Phenac City. Nascour was leaving Es Cade's home after trying to "attack" it, apparently. He promised Wes that they would meet again soon. He spoke truly. Throughout the rest of the Shadow Pokémon incident in Orre, Nascour gave orders to the Cipher admins - Ein, Dakim, Miror B., and Venus. At Realgam Tower, Nascour forced Wes to do battle against four trainers in a row, without a rest. He then fought Wes himself, in front of a packed stadium of witnesses. Nascour failed, however. Nascour then revealed that he was taking orders from Es Cade, who now called himself Evice, all along. Nascour is presumably arrested along with Evice in the finale of Pokémon Colosseum. In Pokémon Peace Squad: Timerunners, Nascour along with the rest of the original Cipher Admins have come to the Cipher Key Lair for the Special Mission for that stage.

Occupation: Former Mayor, Former Cipher Boss
Alignment: Dark
Description: Evice, or should we also say Es Cade, was the mayor of Phenac City. A fat and jolly gentleman, he appeared to be worried about the increase in crime caused by Cipher and Team Snagem. He seemed to be easily flustered and incompetent. When Wes and Rui arrived in Phenac City, members of Cipher surrounded the city. One of them, Nascour, was seen leaving Es Cade's house. Wes and Rui chased away the Cipher operatives from Phenac City, and Es Cade promised to investigate Cipher in return. However, Es Cade didn't seem to actually being doing anything in regards to the crisis in Orre. After Wes and Rui defeated Miror B., Dakim, Ein, Venus, Gonzap, and Nascour at Realgam Tower, Es Cade revealed his true intentions. Nascour was actually a subordinate of Es Cade, who ruled over Cipher as Evice - a grotesque and evil old man. Evice provided Team Snagem with powerful technology. In return, Team Snagem snagged Pokémon from innocent trainers. They were transformed into Shadow Pokémon at the Shadow Pokémon Laboratory - then shipped via the Under Subway and dispensed to the general public in Pyrite Town and the Under. Evice then built Realgam Tower. The diabolical mastermind wanted to attract wealthy Pokémon fans to the sky-scraper and charge them money to see malicious tournaments between Shadow Pokémon. Wes managed to defeat Evice's most powerful Pokémon, Tyranitar. Chief Sherles then arrived to arrest Evice, but the rotund villain tried to make a quick get-away on a helicopter. The Legendary Pokémon, Ho-oh, put a stop to that - and Evice's evil scheme was put to an end. In Pokémon Peace Squad: Timerunners, Evice has brought the leaders of old Cipher to the Cipher Key Lair for the Special Mission for that stage.

Description: A Trainer from Johto, Jimmy has a habit of saying "You rock! You rule!" to his Pokémon and giving them a thumbs-up after winning a battle. Jimmy is similar in many ways to Ash. He also cares for Pokémon very much. This can be seen in his concern for Raikou when it was injured. He is also determined and never gives up in battle. Like Ash he is also close to his Typhlosion.

Description: Marina is a trainer from New Bark Town. Her starter was a Totodile. She received her starter Pokémon at the same time as Jimmy and Jackson. loves cute Pokémon and cute nicknames (Little Pink for her Jigglypuff, for instance), and does synchronized movement with them when she calls them out. In Pokémon Peace Squad: Timerunners, Marina along with Jimmy, Jackson, and Eugene are being sought after by the Go-Rock Squad in Mission 4 for Go-Rock Cave.

Knowing Marina admires people who wears capes, Jackson dresses up in a cape to impress her. He has also used different personae in a bid to impress her. He sometimes calls himself Fabu-Jacky as Marina calls Lance Fabu-Lance. Vincent sees Jimmy as a rival for Marina's attraction. He also battled Ash Ketchum in the Silver Conference in the final battle of the preliminaries. In Pokémon Peace Squad: Timerunners, Eugene along with Jimmy, Marina, and Jackson are being hunted by the Go-Rock Squad in Mission 4 for Go-Rock Cave.

Description: Dakim is one of the four Admins of old Cipher. A hulking, muscle-bound man, he has blazing red hair. Daikim wears a necklace full of Poké Balls.

Occupation: Former Cipher Admin
